Who We Are

CUPE Local 358 represents workers across the Cowichan Valley. Our members work in a wide range of workplaces and roles, providing services that people and communities rely on every day.
Our Local includes members working with:
  • Municipality of North Cowichan
  • North Cowichan Paid-On-Call Fire Services
  • City of Duncan
  • Cowichan Valley Regional District (CVRD)
  • Cowichan Golf & Country Club
  • Duncan Meadows Golf & Country Club
  • Arbutus Ridge
Different workplaces and different jobs bring different challenges, but we share a common purpose: to protect members' rights, strengthen working conditions, and improve the lives of working people.

What We Stand For

CUPE 358 works to protect and improve:
  • Fair wages and benefits
  • Safe and healthy workplaces
  • Job security
  • Pensions and retirement benefits
  • Respect and dignity at work
  • Equality and inclusion
  • Strong collective agreements
  • Quality public and community services

More Than a Workplace

Our members do more than go to work every day—they help make the Cowichan Valley a better place to live. From municipal and regional services to recreation, community facilities, and emergency response, CUPE 358 members help keep our communities safe, connected, and running. Our North Cowichan Paid-On-Call Firefighters are part of that commitment, answering the call when their communities need them.
We are proud of the work all our members do and the difference they make in the communities where they live and work.

Stronger Together

Strong collective agreements and better workplaces are built by members who stand together, participate in their union, and support one another.  CUPE Local 358 is committed to representing members fairly, protecting their rights, and working toward better workplaces for everyone.
Different workplaces. Different jobs. One Local. One voice.

Equality statement

Union solidarity is based on the principle that union members are equal and deserve mutual respect at all levels. Any behaviour that creates conflict prevents us from working together to strengthen our union.

As unionists, mutual respect, cooperation and understanding are our goals. We should neither condone nor tolerate behaviour that undermines the dignity or self-esteem of any individual or creates an intimidating, hostile or offensive environment.

Discriminatory speech or conduct which is racist, sexist, transphobic or homophobic hurts and thereby divides us. So too, does discrimination on the basis of ability, age, class, religion, language and ethnic origin.

Sometimes discrimination takes the form of harassment. Harassment means using real or perceived power to abuse, devalue or humiliate. Harassment should not be treated as a joke. The uneasiness and resentment that it creates are not feelings that help us grow as a union.

Discrimination and harassment focus on characteristics that make us different; and they reduce our capacity to work together on shared concerns such as decent wages, safe working conditions, and justice in the workplace, society and in our union.

CUPE’s policies and practices must reflect our commitment to equality. Members, staff and elected officers must be mindful that all persons deserve dignity, equality and respect.
